HUD Manager

I came across a tool for modifying R3E's HUD layout which is a lot easier than messing about with the HUD file itself. It's very basic in functionality at the moment because half the settings we should be able to modify are actually still locked by the game itself, which is annoying. Still, what is available right now might be useful to some, particularly those on triple-screens. I can confirm that the changes work in VR too.
